That appears to be because they are in a better position to do so. I call this freeloading, from the rich and poor, corruption and that is what will eventually bring any system down. Under communism it was the corruption by the rich that brought it down. If you are for this corruption as long as it is only being done by the rich, maybe you should move to Russia.”
